U.S.-India Engagement on Defense Cooperation


NBR and India’s Observer Research Foundation (ORF) partnered on this two-year initiative that examined India’s emergence as an Asian power in the context of the country’s military modernization efforts. Featuring experts from both the United States and India, this project addressed the challenges in India’s emerging strategic environment, examines the dynamics of India’s military modernization, and assesses the impact and implications of U.S.-India defense cooperation for Asia’s balance of power and security architecture in the mid-to long-term. The first year of the project focused on examining India’s current strategic environment and defense strategies, while the second year explored India’s emerging strategic environment and defense policy challenges.

Dr. Ashley J. Tellis, research director for NBR’s Strategic Asia program and a senior fellow at the Carnegie Endowment for International Peace, and Lieutenant General (retired) Vinayak Pantakar of ORF were the principal investigators for this bilateral effort.
