James R. Blackwell
James R. Blackwell joined NBR’s Board of Directors in July 2009. He is President of Chevron Asia Pacific Exploration and Production Company. In this capacity he is responsible for managing Chevron’s exploration and production activities in the Asia Pacific Region.
Mr. Blackwell began his career with Gulf Oil in 1980 and worked his way though a wide range of assignments of increasing responsibilities, both technical and supervisory. After the Gulf/Chevron merger in 1985 he became an Engineer for the company’s Health, Safety and Environment (HSE) department. He worked as an HSE Manager first for Chevron Nigeria Ltd. and later for Tengizchevroil (TCO), based in Kazakhstan. Mr. Blackwell was named General Manager of TCO Operations in 1996. In 2000 he returned to the United States and worked for ChevronTexaco Overseas Petroleum Inc, first as a General Manager and then as Vice President. In 2002, Mr. Blackwell was appointed President of ChevronTexaco Pipeline Company. From 2003 to 2007 he served as managing director of Chevron’s Southern Africa Strategic Business Unit based in Luanda, Angola. In January 2008, Mr. Blackwell assumed his present position.
A native of Mississippi, he graduated from the University of Southern Mississippi in 1980 with a bachelor’s degree in biology and environmental engineering. He later earned a master’s degree in petroleum engineering from Tulane University in 1984.
