Gillian Zwicker

Gillian Zwicker is the Director of Energy and Environmental Affairs programs at NBR. Ms. Zwicker manages and supports research for Energy and Environmental Affairs projects related to energy security, energy markets, the energy transitions, and environmental policy in the Indo-Pacific region.

Prior to joining NBR, Ms. Zwicker spent four years at the World Resources Institute (WRI) managing the Expert Dialogues on International Climate Cooperation which informed and facilitated bilateral Track II cooperation on energy transitions and climate action between the US and China, India, Indonesia, the EU, and Mexico, and supported collaborative workshops with national and subnational actors to identify common challenges, potential areas for collaboration, and devise proposals for policy actions. Prior to joining WRI, Ms. Zwicker worked at the Woodrow Wilson Center’s China Environment Forum where she focused on common challenges faced by the United States and China related to energy transitions and coal communities, as well as water resource management and citizen science initiatives. Prior to moving to D.C., Gillian lived in China for nearly four years, during which time she volunteered with grassroots organizations and conducted field research on natural resource governance and environmental information disclosure.

Gillian holds an MA in International Studies and Energy, Resources, and the Environment from Johns Hopkins University SAIS Hopkins-Nanjing Center, and a BA in International Relations from Boston University.

Hailing from the Boston area, Gillian enjoys spending her free time outdoors biking or running on trails along local rivers, whether it’s the Potomac, the Charles, or the Yangtze.
