These essays place the transfer in the context of China’s historical relationship with Hong Kong and the economic and political changes under way in the P.R.C. The contributors offer insights on how these processes could impact China’s future relationship with Hong Kong and how U.S. policymakers can best adjust U.S.-China policy to account for the Hong Kong factor.
