Governance

NBR’s operations are governed by the Board of Directors, a nationally prominent group of leaders with long-term interests in the Asia-Pacific region. The Counselor is NBR's most senior advisory position, counseling the Board of Directors and President and providing guidance to NBR programs. NBR’s research agenda is developed in consultation with the Board of Advisors, which consists of experts from research centers, universities, and corporations.

R. Michael Gadbaw

R. Michael Gadbaw has served on NBR's Board of Directors since 2006. He retired as Vice President and Senior Counsel for General Electric's International Law and Policy group in March 2008. Mr. Gadbaw joined GE in December 1990 and was part of GE's corporate staff, responsible for supporting the global operations of GE's businesses, particularly in the areas of public policy, transaction advocacy, global funding, and compliance.

Mr. Gadbaw was Chairman of GE's International Practice Group and was the internal champion for GE policies on improper payments and international trade controls. He also supported the Public Policy Committee of the GE Foundation.

Mr. Gadbaw is Chairman of the State Department's Advisory Committee on International Economic Policy, Chairman of the US-Malaysia Business Committee of the US-ASEAN Business Council, and founding Chairman of the India Interest Group; a member of the boards of the European Institute, Partners for Democratic Change, and the World Affairs Council; a trustee of the U.S. Council for International Business; and a member and former Chairman of the U.S.-Egypt Presidents' Council.

Before coming to GE, Mr. Gadbaw was in private practice (1980–90), most recently as a partner of Dewey Ballantine, where he helped form that firm's international trade group. Mr. Gadbaw began his legal career in the general counsel's office of the U.S. Treasury Department and later served as Deputy General Counsel in the Office of the U.S. Trade Representative. During this time he was directly involved in negotiating a number of major international agreements, including the Tokyo Round, the U.S.-Japan Semiconductor Agreement, and the agreement establishing the International Fund for Agricultural Development.

Mr. Gadbaw completed his undergraduate work at Fordham University in 1969, earned a master's degree from the Fletcher School of Law and Diplomacy, completed a year of graduate work at the Institut de Hautes Etudes Internationales in Geneva, and received a juris doctorate degree from the University of Michigan in 1974.
