NBR’s operations are governed by the Board of Directors, a nationally prominent group of leaders with long-term interests in the Asia-Pacific region. The Counselor is NBR's most senior advisory position, counseling the Board of Directors and President and providing guidance to NBR programs. NBR’s research agenda is developed in consultation with the Board of Advisors, which consists of experts from research centers, universities, and corporations.

Pamela Passman

Pamela Passman is the founding President and CEO of the Center for Responsible Enterprise and Trade (, a non-profit business association that develops policies and practices to drive greater compliance and responsibility along global supply chains as a predicate for creating sustainable jobs, growth and innovation.

Until October 2011, Ms. Passman was the Corporate Vice President and Deputy General Counsel, Global Corporate and Regulatory Affairs, Microsoft Corporation. Since 2002, Ms. Passman led Microsoft’s regulatory compliance work across a number of areas critical to the deployment of software and services in over 100 countries, addressing privacy, security, law enforcement, national security, telecommunications and other issues related to cloud computing. She also led Microsoft’s work to formulate company public policy positions on trade, intellectual property, immigration, education and other issues. She worked closely with business leaders to advance Microsoft’s software and internet businesses in China and other emerging markets. Ms. Passman also led Microsoft’s philanthropic work and had leadership responsibilities for Microsoft’s global corporate citizenship efforts. She first joined Microsoft in 1996 and until 2002, led the Legal and Corporate Affairs organization in Asia, based in Tokyo, with a focus on Japan, Korea and the People’s Republic of China. Prior to joining Microsoft, Ms. Passman practiced law with Covington & Burling in Washington, D.C. and Nagashima & Ohno in Tokyo, Japan.

Ms. Passman served on the Executive Committee of the Board of the Information Technology Industry Council (ITI) and as its Chair during 2010 -2011, and also serves on the Boards of Business for Social Responsibility (BSR), Kids in Need of Defense (KIND); Member, Council on Foreign Relations and served on its Independent Task Force on U.S. Trade and Investment Policy (2010-2011).
